The state attorney of distract attorney needs to confer with the victim to reduce the charge. Check the Victim’s Assistance act. It’s a federal law and each state has adopted it as well. The victim has standing to assert her rights! You are correct. This was willful and premeditated. Why did the state reduce the charge? Seriously flawed. The judge did not have to accept the reduced charge either. Keep talking about this and refer to your representative and senator. Thank you for posting on substack. Other people may be targets if this psychopath is allowed to return to society. Good luck and God bless you!
